First of all, saying it's a stage IV doesn't really tell us anything about the power it has. Dyno #'s are really the only way to know for sure. At 106 mph, third gear has just about ended. You have to make a choice, you can either stay in third, which now has diminishing power but saves yourself a shift, or you can shift into fourth which will cost you some time. I think it's just one of those situations where he ran out of gearing right before the end of the track, and he had to make a useless shift.
